# AI KPI framework and scorecard

Template id: `coe-kpi-scorecard`

Responsible skill: `ai-centre-of-excellence:coe-kpi-framework`. The adoption programme also uses this template for its
adoption measures and baseline, completed by the Copilot Adoption department's adoption measurement skill.

How to use this template: choose two to four measures per family (five or six in total for a Starter organisation). Every
measure needs a baseline, a target, a source and an owner role. Report usage only by team or role above the agreed
minimum group size. Never name or rank individuals. Licence counts and hours saved may appear as context, never as the
only measures.

## 1. Context

| Field | Value |
|---|---|
| Organisation | [To confirm: name or alias] |
| Reporting period | [To confirm] |
| Scorecard owner (role) | [To confirm: CoE or working-group lead role] |
| Acting forum | [To confirm: value review / steering] |
| Minimum group size for usage reporting | [To confirm: agreed with data protection officer and HR] |
| Data protection position recorded on | [To confirm: date and reference] |

## 2. Measure definitions

| ID | Family | Measure | Leading or lagging | Definition | Data source | Frequency | Owner (role) | Acting forum |
|---|---|---|---|---|---|---|---|---|
| AD1 | Adoption | [To confirm] | Leading | [To confirm] | [To confirm] | [To confirm] | [To confirm] | [To confirm] |
| CA1 | Capability | [To confirm] | Leading | [To confirm] | [To confirm] | [To confirm] | [To confirm] | [To confirm] |
| PF1 | Portfolio flow | [To confirm: for example, median days from intake to decision] | Leading | [To confirm] | Solution register | [To confirm] | [To confirm] | [To confirm] |
| QU1 | Quality | [To confirm: for example, evaluation pass rate at release] | Leading | [To confirm] | [To confirm] | [To confirm] | [To confirm] | [To confirm] |
| GV1 | Governance | [To confirm: for example, share of shared solutions with a named owner] | Leading | [To confirm] | Solution register | [To confirm] | [To confirm] | [To confirm] |
| VA1 | Value | [To confirm: business outcome measure] | Lagging | [To confirm] | [To confirm] | [To confirm] | [To confirm: business owner role] | [To confirm] |

## 3. Scorecard

| ID | Baseline (value and date) | Target (value and date) | Current | Status | Owner commentary |

| AD1 | [To confirm] | [To confirm] | | On track / At risk / Off track | |
| CA1 | [To confirm] | [To confirm] | | | |
| PF1 | [To confirm] | [To confirm] | | | |
| QU1 | [To confirm] | [To confirm] | | | |
| GV1 | [To confirm] | [To confirm] | | | |
| VA1 | [To confirm] | [To confirm] | | | |

## 4. Sponsor dashboard (four quadrants)

A one-page view for steering, drawn from the measures above. Value measures are never shown alone: each time, cost or
revenue figure states its method and sits beside an outcome measure from the work. Champion participation is shown as
coverage across teams, never by person.

| Quadrant | Draws on families | Measures shown (IDs) | Status | Headline commentary |
|---|---|---|---|---|
| Value | Value | [To confirm: for example hours released, cost reduction, revenue impact, each with method] | | |
| Adoption | Adoption, capability | [To confirm: for example active use by team, share of teams with an active Champion] | | |
| Capability | Portfolio flow, capability | [To confirm: for example opportunities submitted and share reaching a decision, agents delivered with owner and baseline] | | |
| Governance | Governance, quality | [To confirm: for example compliance with tier controls, reviews completed on schedule] | | |

Return on investment, where shown: estimate at intake [To confirm] against value achieved [To confirm], with method and
confidence for each.

## 5. Baseline capture plan

| ID | Baseline missing because | Capture method | Captured by (date) | Responsible role |
|---|---|---|---|---|
| [To confirm] | | | | |

## 6. Rejected measures

| Measure considered | Reason rejected (no baseline, no owner, no decision, below minimum group size, vanity) |
|---|---|
| [To confirm] | |

## 7. Decisions taken from this scorecard

| Date | Forum | Decision | Measures relied on |
|---|---|---|---|
| [To confirm] | | | |

## 8. Caveats

This scorecard does not prove that AI caused a change in outcomes. Early adoption gains may not yet show in value
measures. Self-reported time savings are perceptions and are reported alongside measures from the work itself.
[To confirm: any organisation-specific caveats.]
